La planeación inició en México en 1928, y surgió como un planteamiento vertical, con pleno control del gobierno federal. Hoy día, se plantea que sea participativa e incluyente, con la participación de los actores involucrados de un territorio determinado. Más recientemente, la planeación se extendió al nivel de gobierno local, municipal. Sin embargo, la planeación municipal en México es reciente y presenta muchas limitantes, sobre todo en considerar la participación ciudadana en el proceso de planeación. La presente investigación tuvo como objetivo identificar los factores sociales, políticos e institucionales que afectan la participación en la planeación y gestión del Plan de Desarrollo Municipal (PDM) del municipio de Tlapa de Comonfort, en el estado de Guerrero. La investigación fue cuantitativa y descriptiva, se aplicaron 38 cuestionarios en ocho comunidades del municipio a través de un muestreo por cuotas y se utilizó la técnica de bola de nieve para seleccionar a los entrevistados. Se encontró que la gente tiene poco conocimiento de la existencia del PDM, no tiene claro cómo se elabora, cómo se coordina el gobierno municipal con otras instituciones para realizar las diferentes actividades. La acción de la gente se centra en las actividades operativas de los programas y proyectos del municipio, por lo tanto no sabe cómo se gestionan las diferentes actividades contempladas en el PDM. La afiliación política es un factor que afecta el desarrollo del municipio, se brindan apoyos preferenciales. A pesar de la presencia de diferentes instituciones del sector agropecuario y de servicios, la gente desconoce cuáles son los programas de apoyo para el desarrollo municipal. También se reconoció que la problemática que atiende el gobierno municipal en las comunidades no es congruente con los problemas reales. Consideran que es necesario crear fuentes de empleo, apoyar a la actividad agropecuaria y atender la demanda de servicios, pavimentación de calles y vías de transporte. Finalmente, la población reclama participar y ser incluyente en la formulación del PDM y Consejo Municipal de Desarrollo Rural Sustentable. _______________ PUBLIC AWARENESS AND INCLUSION IN THE MUNICIPAL DEVELOPMENT PLAN OF TLAPA DE COMONFORT, GUERRERO. ABSTRACT: The planning began in 1928 and emerged as a vertical approach, led by the federal government. Today, it is intended that planning should be participatory and inclusive, with the participation of the actors involved in a given territory. Recently, the planning was extended to local government level. However, municipal planning in Mexico is recent and has many limitations, especially lack of citizen participation in the planning process. The objective of this research was to identify the social, political and institutional factors that affect citizen participation in the planning and implementation of the Municipal Development Plan (MDP) in the municipality of Tlapa de Comonfort, Guerrero state. The study was addressed through a quantitative and descriptive approach; 38 questionnaires were applied in eight communities in the municipality, using a quota sampling, and respondents were selected through snowball technique. The results indicated that the knowledge that people have of the PDM is low, people are not sure how the plan is developed, does not know how city government coordinates with other institutions to perform different activities. The participation of respondents focused on the programs and projects of the municipality, therefore does not know how the different PDM activities are managed. Political affiliation is a factor that affects the development of the municipality and it gives preferential support programs according to political affiliation. Despite the presence of different institutions in the agricultural and service sectors, people do not know what programs promote municipal development. It was also recognized that the problems addressed by the municipal government in the communities are not consistent with the real problems. They believe it is necessary to create jobs, support agricultural activities and meet the demand for services, paved streets and roads. Finally, respondents asked to participate and be included in the formulation of the PDM and the Municipal Council for Sustainable Rural Development.
